The Proposal Specialist is responsible for leading and developing high-quality proposals for the Prairie Band Companies' Government Contracting Division within the federal and commercial market.
This position is responsible for supporting members of Business Development and Project Teams through:
Pipeline Development and Management using established tools and processes, assisting Government Contracting Division Business Development Analysts and Proposal Team's in reviewing daily opportunities, and at times leading the management, preparation, and timely delivery of winning federal and commercial proposals.
This position is supported by project teams within the Government Contracting Division and reports to the General Manager of Prairie Band Construction.
Major Duties:
Analyzes the technical requirements of Requests for Proposals (RFPs), Requests for Quotes (RFQs), and other client solicitations to identify non-negotiable compliance items for our response, and formulate a schedule for development, editing, production, and delivery Coordinates overall proposal development with the project team to verify compliance with RFP/RFQ requirements and deliver submissions on schedule Manages the proposal process and critical deadlines for the project team and all collaborative partners Communicates with and requests information from external sources including, but not limited to architectural and engineering (AE) firms, Construction firms, FF&E, IO&T firms, primes, subcontractors, and clients Identifies roles necessary to support the proposal process, and provides technical leadership and guidance during proposal development to contributors who are experts in the approach to a particular government requirement, but are not experts in proposal writing Conceptualizes, writes, and reviews compelling documents while maintaining compliance with technical requirements, including past performance documentation, capabilities descriptions, management, and project plans Conceptualizes at a high level; reviews and integrates visually appealing, informative technical graphics and illustrations (such as charts, process flows, cover pages, call-outboxes, and screenshots) Interviews subject-matter experts to understand the processes, technologies, business needs, and other contextual details of a subject-matter domain and to elicit the appropriate technical information to compose high-quality technical write-ups Evaluates technical sections - text, layout, graphics, etc.
- for storytelling quality, consistency, coherence, clarity, and compliance with technical requirements and for alignment with solutions and themes Works closely with the business development manager, Operations/General Managers, and subject matter experts to ensure that all input from team members is tightly coordinated, that each section is fully compliant, and that the document incorporates overall response win themes and adheres to established grammar style standards as defined by the Prairie Band Companies Proposal Management Style Guide.
Required
Qualifications:
Four-year degree (or equivalent experience) in Communications, Marketing, English, Business, OR relevant proposal management experience Ability to fulfill multiple roles within the proposal process including, Proposal Lead, Section Lead, Past Performance Narrative lead Ability to identify key requirements within solicitation documentation and create response templates Strong writing and editorial skills.
Must possess the ability to articulate complex technical subject matter to non-experts in a clear and understandable way.
More importantly, must be capable of coaching other writers to attain this same goal Demonstrated track record of success working in a high-volume deadline-driven environment Ability to think strategically and be detail oriented as it relates to technical approaches and solutions The ability to articulate verbally and in writing highly complex technical solutions in understandable terms, proposals, schedules, and project plans Proficiency in the use of Adobe InDesign and programs within the Adobe Creative Suite a plus along with Microsoft Office including Word, Excel, and PowerPoint to create, edit and produce documents and supporting materials APMP and/or PMP certification preferred Experience using workflow platforms such as SharePoint a plus Experience using a customer relationship management (CRM) platform (GovWin, Bidspeed) a plus Experience working with, and understanding, confidential company information as it relates to financial stability, industry credibility, and proprietary information Physical Demands:
Frequent work performed in sedentary position Occasional work performed while standing Must be able to lift (50lbs), bend, stop, and kneel Work Environment:
Hybrid work opportunity (full-time remote a possibility) Frequent work performed in a climate-controlled environment Ability to travel throughout the US Frequently stressful atmosphere with long or irregular hours.
